Well, of course i think that crying in public isn't normal as a rule. If only something happens with a person that makes him cry in public. Imagine he gets a phone call and he is told that somebody of his relatives died . In such situation it is difficult to judge or condem somebody. We must control our emotions and feelings in public. There are not definite rules how men or women should behave in public .People must not appear naked , drunk or drink alcohol in public .
I think it isn't correct to express your emotions in this way especially in public.If you want to show your discontent,you can do it quietly.If man starts to scream in public,everyone will think that he isn't worthy person.In my country It isn't forbidden,of course,to cry in public,but it looks strange and not serious.So If you want to tell someone about something it isn't compulsory to cry
